Overview:
The supervisor of Transmission Planning is responsible for providing engineering and technical direction during the development and implementation of transmission planning projects, plans, studies, and engineering activities requiring initiative, use of established planning standard and criteria that supports the business consistent with planning regulatory requirements. Decisions are guided by policies, procedures and business plan. This position receives guidance and oversight from the manager of Transmission Planning. Typically, does not perform the work at the level being supervised, but will have individual technical and business-related assignments in support of department goals. Coordinates and supervises the daily activities of individuals in single or closely related fields of professional expertise. Accountable for formal supervision, coaching, counseling, safety leadership and technical guidance to assigned staff in support of producing high quality, timely and cost-effective solutions to technical and business objectives. The position is also accountable for the technical quality of the group’s output and is expected to continuously improve capabilities in this area.
Responsibilities:
1. Lead, direct and/or assist with organizing and prioritizing work group activities and assigning and/or scheduling work duties to meet completion dates.
2. Evaluate subordinates for the purpose of developing organizational talent and build expertise in areas required by the department. Develop leadership skills and coordinate technical training aspects for self and group members.
3. Work with other sections/departments on cross-functional technical and business teams, working groups or improvement committees to achieve the goals and objectives of the department and /or company.
4. Assist in the development of changes in methods or processes in assigned area of responsibility and make recommendations for implementation.
5. Assist in the completion of preparation, monitoring and forecasting of the department budget. Assist in the coordination of development of section and department goals and metrics.
6. Supervise, direct and provide guidance to professionals. This position reports to a manager of Transmission Planning. Conduct performance assessments and salary reviews for assigned staff. Interview and recommend candidates for employment or responsible behavior policies.
7. Research and analyze technical and/or business plans, designs, proposals, projects or strategies; provide results and/or recommendations in support of department objectives.
8. Review, revise and communicate Department/Section/Group procedures in support of administrative and technical improvement initiatives. Responsible for the application of organizational policies. Elevates and reinforces a strong safety culture within the work group, through daily leadership, communication and behaviors.
9. Sets priorities to ensure task completion and coordinates work activities with other supervisors, acting as a liaison with other sections or departments.
10. Provides technical oversight to ensure transmission planning studies and grid stability studies (i.e voltage sensitivity, short circuit, voltage stability, N-1-1) perform are understood, impacts well defined, and strategies implemented to improve system reliability.
11. Provide technical oversight to ensure Transmission Planning tools are accurate and consistent with planning and regulatory standards.
12. Recommends project inclusion into long term project plans and business improvement programs.
13. Provide technical oversight to ensure future transmission system expansion plans are assessed based on need, reliability and serves customers in compliance to company transmission planning standard and PJM standards.
14. Provide required oversight to ensure agreements are executed with neighboring Transmission Owners prior to commencement of work as specified by PJM.
15. Provide technical oversight and actively participate in PJM regional transmission expansion planning activities, which includes studies and corresponding plans for transmission expansion, generator interconnections and service requests.
16. If applicable, in-person supervision of employees to ensure compliance with FLSA wage and hour issues as well as to monitor compliance with safety rules.
17. All positions in which driving is an essential function of the job, regardless if the job code is marked safety sensitive or not, will also be included as safety sensitive.
18. May be assigned an Electric Utilities emergency and storm role. This is a special assignment that comes into play during storms and other emergencies when the company needs to restore power or respond to other issues affecting customer service. This role may necessitate the need to work after-hours, outside of your normal schedule.
19. The company reserves the right to determine if this position will be assigned to work on-site, remotely, or a combination of both. Assigned work location may change. In the case of remote work, physical presence in the office/on-site may be required to engage in face-to-face interaction and coordination of work among direct reports and co-workers.
Qualifications:
1. Bachelor’s Degree in science or an engineering discipline from a college or university accredited by ABET or recognized by ABET Bachelor’s degree as substantially equivalent field.
2. Minimum five years of related engineering experience or related experience in a leadership role.
3. Working knowledge of regulatory requirements and industry standards for the specific position.
Preferred Qualifications
4. Professional Engineer, registered in Pennsylvania.
5. Advance degree in Engineering, Science or MBA.
6. Comprehensive knowledge in one or more areas of expertise is desired to function as a technical leader for important departmental processes.
7. Demonstrated ability to provide technical direction to technical and non-technical personnel.
8. Ability to apply comprehensive technical knowledge in supervision and in the completion of assignments.
9. Sound judgment and strong initiative on resolution of issues.
10. Strong verbal and written communication skills.
11. Ability to work well with individuals on all levels of the organization.
